Apple Trees children’s home in Blackburn has been rated Outstanding by Ofsted for the 11th consecutive year, with inspectors praising staff for the care and support they give to children with learning disabilities, physical disabilities and autism.

The council-run short break service has now achieved the top rating across 13 inspections, according to the report published on Tuesday 2 June 2026.
Ofsted said staff provide “high levels of nurture and individualised care” and that they respond to children’s every need. Inspectors added that using the home “enhances the lives of children”.
The report also said the progress children make is “exceptional” and described the home as being “filled with love, laughter and happiness”. It said one child is now walking and dancing with staff support, while other children are developing independence skills.
Councillor Julie Gunn, Executive Member for Children, Young People and Education, said the report reflected what children experience at the home.
She said: “Children’s individuality is valued and celebrated, and staff are clearly loved by the young people who visit and stay at Apple Trees. Congratulations to our fantastic team who every day make sure that the lives of the families they work alongside are made better by their commitment and determination to ensure that Apple Trees remains one of the best in the country.”
Ofsted also said children enjoy their short breaks and are happy, while staff do not allow their complex needs to define them.

This is a rare achievement, in fact not many in the country will have achieved this, certainly none in the North. To maintain the standards of outstanding year after year is truly inspiring. Families told inspectors they valued the staff’s warmth and support, with some describing the home as a “blessing” and staff as “amazing”, “caring”, “brilliant” and “excellent communicators”.
