Blackburn with Darwen Council has issued another warning after Parking Services received a number of calls from residents who had been sent fraudulent text messages claiming they owed money for a parking fine.

The scam texts usually say the recipient has been issued with a Penalty Charge Notice (PCN) and must pay immediately using a link.

That link takes people to a fake website designed to steal personal and financial information.

The council said it would never issue a parking or bus lane penalty by text message.

What residents should know

Blackburn with Darwen Council does not issue Penalty Charge Notices by text message. Official parking and bus lane penalty notices are sent in writing through the post. The council does not use text messages to request payment for PCNs. Residents should be suspicious of any unexpected message demanding immediate payment.

What to do if you receive a scam text

Do not click on any links. Do not provide personal, banking or payment information. Delete the message. If you have already clicked a link or made a payment, contact your bank immediately. Report the incident to Action Fraud at www.actionfraud.police.uk.

Councillor Jim Casey, Executive Member for Environment and Communities, said: “We have seen an increase in residents contacting our Parking Services team after receiving these scam text messages, and it’s important that people know how to spot them.

“These fraudsters are using increasingly convincing tactics to try and trick people into handing over personal and financial information.

“Please remember that Blackburn with Darwen Council will never issue a parking or bus lane fine by text message.

“Any official Penalty Charge Notice will be sent through the post.

“If you receive a text message claiming you owe money for a parking or bus lane penalty from the Council, do not click any links or provide any details. Delete the message and, if you’re unsure, contact the Council directly to check.”

The council is urging residents to share the warning with family, friends and neighbours, especially anyone who may be more vulnerable to scams.
