Speaking after the government’s announcement on Wednesday, Councillor Riley said:
“There was a notable theme through the Chancellor’s Spending Review of helping people who are struggling.”
He praised continued support for Family Hubs, something already in place in the borough to help families give children the best start in life, as well as increased investment in youth services, children’s social care, mental health, and training and employment support for young people.
Riley also welcomed the long-term commitment of over £4 billion for adult social care by 2028-29, which is expected to follow the findings of the Casey Review.
On housing, the government’s pledge of £39 billion for affordable and social homes over the next decade was described as encouraging. Riley said the council would work closely with developers and housing associations to ensure residents in Blackburn with Darwen benefit.
The Spending Review also outlined future investment in rail infrastructure for the North of England as part of a 10-year Infrastructure Strategy. Riley welcomed the announcement but emphasised the need for stronger regional leadership:
“As I’ve said before, Lancashire desperately needs an elected Mayor to make the most of these opportunities.”
He added that the council has already been in “close dialogue” with Northern Rail to address resident concerns over poor service, and that work would continue to ensure the borough doesn’t miss out.
While news of increased local government funding was welcomed, Riley acknowledged the full detail won’t be available until later this year when the Local Government Finance Settlement is published. Until then, he said the council will continue working with government to ensure that public services in the borough are properly supported.
