Background
The retrospective planning application sought to change the use of agricultural land at Hall Moss Farm to a Gypsy and Traveller caravan site with six pitches, each accommodating a static and two mobile caravans.
Following the standard planning process, Blackburn with Darwen Council refused the application on five grounds.
In response, the landowner has now submitted an appeal to the Planning Inspectorate.
What Happens Next?

The Council had previously taken enforcement action in July 2024, issuing a Stop Notice and Enforcement Notice requiring:
- All engineering and utility works to cease
- The removal of imported waste material used for hardstanding
- The removal of all caravans and structures from the land
However, the appeal process temporarily suspends the effect of some of these enforcement measures until a final decision is made by the Planning Inspectorate.
