Private renting in England is changing from 1 May 2026, when the new Renters’ Rights Act comes into force.

The law is being described as the most significant change to the housing sector in more than 30 years. It brings in new rights and responsibilities for landlords and tenants.

The changes are intended to make renting fairer and more secure, with fewer barriers for people looking for a home and more stability once they move in.

Blackburn with Darwen Council’s Housing Standards Team has produced guides for tenants and landlords, which are available on the council website.

The changes only apply to homes that are privately rented.

Different rules apply if you rent from a housing association, live in student accommodation — including university or privately owned halls — or are a lodger living with your landlord.
