Residents in Blackburn with Darwen can now access free, doorstep energy advice and support through the new ‘Little Van of Warm’, part of the Cosy Homes in Lancashire programme.

The initiative, run by Blackburn with Darwen Borough Council alongside other Lancashire authorities, aims to tackle fuel poverty by bringing practical energy-saving help directly to people’s homes.
Eligible residents include:
- People aged 70 and over
- Low-income households
- Those in receipt of means-tested benefits
The mobile van provides friendly, face-to-face advice, quick-install energy-saving measures, and help accessing longer-term home upgrades.
Councillor Quesir Mahmood, Deputy Leader of Blackburn with Darwen Borough Council, said:
“We know that we have residents who are sadly struggling with the impacts of cold homes and high bills and we want to do all we can to ensure they can access the support available.
“Cosy Homes is one of the best consortiums of its kind in the country – helping people make their homes warmer, greener, and more affordable to heat.”
In 2024 alone, 102 properties in Blackburn with Darwen without gas central heating received help through the Home Upgrade Grant (HUG2) scheme. Upgrades included air source heat pumps, solar panels, wall and loft insulation, and more.
