Bank Top Neighbourhood Learning Centre is located on Arthur Way, Blackburn (easily accessible from the town centre) and has rooms for hire that are available for daytime, evening and weekend bookings.

The room choices include various sized training rooms, multi-use rooms, a hall, IT suite and small interview rooms. Some of the training rooms are equipped with a laptop, projector and whiteboard and there is also a TV, DVD player and laptops available.
There is a fully fitted industrial kitchen and refreshments can be provided on request.
The building is fully DDA compliant with access, lifts to all floors, hearing loops, an electronic height adjustable desk, and a disabled toilet.
There is also large car park at the side with disabled spaces.
