The improvements are part of a wider project by Blackburn with Darwen Council to make better use of its estate and provide more modern, accessible facilities for residents, staff, and partner organisations.
The internal works will affect virtually all areas of the Town Hall, aiming to improve the flexibility and suitability of spaces for both public use and service delivery. It follows a Council decision in February 2024 to designate Darwen Resource Centre as surplus to operational requirements, paving the way for a more efficient use of space within Darwen Town Hall.
To support the expanded scope of the refurbishment, the Council has increased its original budget from £150,000 to £350,000, allowing for more comprehensive updates, additional workspaces, and addressing a backlog of maintenance issues.
Following a competitive tendering process, Thomas Kershaw Builders Limited has been appointed to carry out the work.
Councillor Quesir Mahmood, Executive Member for Growth and Development, commented:
“This investment ensures that Darwen Town Hall can continue to serve our community effectively while making the best use of Council-owned assets.
The refurbishment will enhance the building’s functionality without impacting its historic character. We appreciate the patience of residents and staff while these works take place.”
To allow for the work to be completed, Darwen Town Hall will be closed for approximately three to four weeks, with reception services temporarily relocated to the adjoining Market Hall.
Services currently delivered from the ground floor will also be moved to an alternative location nearby for the duration of the work. Details of the interim arrangements will be shared with residents once confirmed.
The project reflects the Council’s commitment to investing in Darwen’s civic buildings while supporting improved access to public and healthcare services in the town centre.
